How do I know if a Sacco is genuine?

Updated September 2026

Short answer

Check two separate things, because they come from different processes under different law. First, that the society is registered as a co-operative, which falls under co-operative law and the Commissioner for Co-operative Development. Second, and only if it offers accounts you can withdraw from, that it appears on the regulator’s current published list of licensed deposit-taking Saccos.

More detail

A registration certificate on the wall can be entirely genuine and still be the wrong document. Registration establishes legal existence as a co-operative; it is not a rating, not an endorsement, and not authorisation to hold withdrawable deposits. Most societies without that licence are ordinary back-office Saccos doing exactly what they are entitled to do.

When you check the regulator’s list, match the full registered name rather than the brand on the signage, and note the date of the list you are reading, because licensing is continuing rather than permanent. Then look at the things a list cannot tell you: whether the annual general meeting happens, whether audited accounts are presented, and whether the board and the supervisory committee are genuinely different people.

Related questions

Does SASRA registration guarantee my money?
No. Licensing means prudential standards apply and supervision exists. It is not a guarantee of the institution’s performance, and Sacco members are owners who carry exposure in a way bank depositors do not.
What is the difference between registration and licensing?
Registration as a co-operative society happens under co-operative law and establishes legal form. Licensing by the Sacco Societies Regulatory Authority happens under separate law and attaches to taking deposits. One does not imply the other.
Where do I report a Sacco?
The route generally starts with the society’s own bylaws and the dispute processes available under co-operative law, and the right escalation depends on the complaint and the Sacco’s regulatory status. Ask the Sacco for its dispute procedure in writing and confirm the escalation route with the relevant authority.
