A tender is scored, not read
Procurement evaluates against mandatory and technical criteria, usually with a scoresheet. A response that reads well but does not address a requirement scores zero on it, and in public procurement a missed mandatory requirement is often an outright disqualification before the technical score is even reached.
So the structure matters more than the prose: address each requirement in the order the tender document sets out, under headings that match it, so an evaluator can find what they are looking for.
