Is buying in bulk always cheaper?
Per unit, usually. In total cost of ownership, not always: the saving is funded by cash sitting on a shelf, and that cash has other uses and other risks.
How many months of stock is too much?
It depends on the item. For anything that can expire, get damaged, go out of fashion or be superseded, a few months of cover is usually the ceiling. For stable, fast-moving staples it can be longer.
What should I compare the saving against?
What the same cash would earn or save elsewhere, including clearing a supplier balance or avoiding a short-term loan. A discount funded by money you needed for rent is not a saving.
Does storage cost count?
Yes, and so does damage. Cramped storage is one of the more common ways a bulk discount quietly turns into a loss.
