Why is my Sacco loan lower than I expected?

Short answer

Almost always because the affordability test bound before the multiplier did. Saccos apply two tests and lend the lower answer: your deposits times a multiplier less anything you already owe them, and the largest loan whose monthly repayment fits the share of your pay available for deductions. Most members only hear about the first.

There are four possible causes and they have four different fixes, so ask which test the application failed rather than accepting the general answer that your savings are insufficient. If affordability bound, depositing more will not help and clearing another deduction or lengthening the term will. If deposits bound, the reverse is true.

The other two causes are an existing Sacco loan already consuming your ceiling, and guarantors without enough spare capacity to cover the amount above your own deposits. Neither is visible from the outside, and both are fixable once identified.
